Development decisions deserve better evidence.

PSR is a Nepali research and evaluation firm. We study how gender, caste, disability and geography shape who benefits from development — and turn what we find into decisions programmes can act on.

Every study we run counts the people who are usually left out of the sample.

Founded in 2019
Established by a Nepali woman professional with long experience in the development sector.
Based in Kathmandu
Fieldwork delivered across Nepal's seven provinces, in local languages, by local enumerators.
Mixed methods
Surveys, interviews, focus groups and policy review — combined to answer one clear question.

What we do

Six services, usually combined into a single assignment. Tell us the decision you need to make and we will propose the design that answers it.

Research and analysis

Baselines, formative studies and thematic research using quantitative surveys, qualitative fieldwork or both, with sampling designed for the question rather than the template.

Programme evaluation

Mid-term, final and impact evaluations against OECD-DAC criteria, with findings traced back to evidence a reader can check.

Policy review

Assessment of policies, strategies and institutional frameworks — what they promise, where implementation breaks down, and what to change.

Strategic planning

Country strategy reviews, theories of change and results frameworks developed with your team rather than handed over at the end.

Capacity building

Training and workshops on GESI mainstreaming, gender-responsive planning, data collection and participatory tools.

Facilitation and dialogue

Consultations, validation workshops and policy dialogues that bring government, civil society and affected communities into the same room.

How we work

A study is only useful if someone uses it. Our process is built backwards from that.

Start from the decision

We agree what you need to decide and design the smallest study that can answer it credibly.

Collect in the field

Trained enumerators work in local languages, with sampling that reaches women, Dalit, Janajati, Madhesi and disabled respondents rather than whoever is easiest to find.

Triangulate the findings

Survey data, interviews and documents are compared against each other. Where they disagree, we say so.

Hand it back for use

Validation with stakeholders, a report written to be read, and recommendations addressed to someone who can act on them.

About PSR

PSR Research and Consultancies was established in 2019 to advance gender equality and social inclusion across Nepal's social, environmental and governance sectors — and increasingly beyond Nepal.

The firm was founded by a Nepali woman professional with extensive experience in the development sector. Our mission is to mainstream and institutionalise gender and social concerns in how development is planned, delivered and assessed, so that they are built into decisions rather than added to reports afterwards.

We work with international NGOs, UN agencies, bilateral donors, government bodies and national civil society organisations.

Development will stay stuck unless women, youth and excluded communities are genuinely part of it — not consulted at the end, but shaping it from the start. Founder and Director, PSR Research and Consultancies

Common questions

What kinds of assignments do you take on?
Baseline and endline studies, mid-term and final evaluations, impact assessments, formative and thematic research, policy and strategy reviews, and facilitation of consultations and policy dialogues.
Who do you work for?
International NGOs, UN agencies, bilateral and multilateral donors, government bodies and national civil society organisations — anyone who needs independent evidence about whether a programme is working and for whom.
How do you make sure excluded groups are actually represented?
Disaggregation is designed into the sample rather than reported after the fact. We recruit enumerators who can work in the relevant languages and with the relevant communities, and we use separate spaces for women and adolescent respondents where that is what it takes to get an honest answer.
Can you deliver fieldwork outside the Kathmandu Valley?
Yes. We routinely run data collection in far-western, mid-western and Madhesh districts, including hill and mountain sites, with field teams recruited and supervised locally.
How do you handle research ethics and data protection?
Informed consent, confidentiality, safe referral pathways for sensitive topics such as gender-based violence, and data handling that follows the commissioning organisation's own safeguarding and data protection requirements.
How do we start?
Send the terms of reference, or a short note on what you need to find out and by when. We will come back with a proposed design, team and timeline.
